However, Haniyeh and Hamas maintain that these actions were illegal and that Haniyeh is still the Prime Minister. Haniyeh still exercises de facto authority in the Gaza Strip, while Fayyad's authority is limited de facto to the West Bank.

The Foreign Affairs Minister of the Palestinian National Authority is in charge of foreign relations. In June, the Israeli attacked the ministries office located in Gaza City, Gaza twice The attacks were in response to a capturing of an Israeli soldier just weeks before.^[1][2]
